TETA identified some fundamental challenges that are contributing to minimal participation in skills development in the Taxi industry.
There are currently 214 taxi businesses registered with SARS belonging to TETA in terms of their Standard Industry Classification Code and of this number only 14 are paying skills levies and only 5 are participating in skills development by submitting their Workplace Skills Plans (WSP) and Annual Training Reports (ATR) in terms of the Skills Development Act. Most of these companies come from the metered taxi industry and one from Chauffer services. The minibus industry is mainly comprised of pockets of small businesses that are exempted from paying levies in terms of Skills Levies Act minimum thresholds – 50 employees and annual wage bill of R 500 000, 00 . Based on the above challenges the Chamber is driven by the following strategy. GOALS The Chamber has initiated and is on a continuous an advocacy programme with the following broad goals:
- Participate in initiatives of government and industry towards formalizing the Taxi industry.
- Strengthen relationships and participation of the Metered Taxi and Chauffer Services in Skills Development
- Participate in the Taxi industry initiatives of the TR3 2020 Strategy (RESTRUCTURING, REDEFINATION AND REPOSITIONING)
- Create opportunities for funding of training interventions in terms of the provisions of the Skills Development Act and the Skills levies act.
- Develop and manage a joint funding strategy other than collection of skills levies. This strategy will be limited to other methods of raising funds other than skills levies. Such method will include but not limited to sponsors and donations from other private sector companies that are working closely with the Taxi industry e.g. tyre manufacturers, petroleum companies etc.
OBJECTIVES The following objectives are set
- To host advocacy programmes with major role players in each province with about 120 council members/leadership in attendance annually
- To increase the Taxi Industry skills levy base ten fold over three years (by 2014)
- Increase the number of taxi businesses participating in skills development from 5 to 50 by 2014
- Increase and maintain grants disbursement rate at 80 %
