Purpose:

The qualifying learner will ensure =
the=20
      safe and efficient passage of vessels entering, sailing from and =
shifting=20
      within the port operation area. The competencies achieved through =
this=20
      qualification will be applied at all compulsory Pilotage ports in =
South=20
      Africa to international practice and Harbour regulations. =

This=20
      qualification is aimed at learners that are in possession of a =
relevant=20
      undergraduate qualification and those with relevant experience as =
deck=20
      officers in deep sea. It will ensure that Marine Pilots are =
qualified and=20
      provide a professional service after the prescribed practical =
experience.=20

The learner assessed as competent against this =
qualification will=20
      be able to:
<LI center; align:>Communicate with all role-players to ensure =
optimal=20
      resource use to perform pilotage.=20
      <LI center; align:>Apply marine pilotage knowledge to pilot a =

      <LI center; align:>Embark and disembark a vessel and perform =

      tow operation.=20
      <LI center; align:>Apply skills, knowledge and attitudes of =
management to=20
      pilot a vessel or tow within port limits.

Rationale: =

This=20
      unit standards based qualification will address the need for =
education and=20
      training of Marine Pilots in South Africa as there is no =
recognised=20
      National qualification currently. It will ensure compliance with=20
      international standard practice and Harbour regulations. In the =
past, the=20
      nature of the profession did not allow, nor promote, access to =
this area=20
      of economic activity. This qualification will entrench open-access =
to a=20
      career as a Marine Pilot.

To date, Maritime Pilots have =
been=20
      trained at Maritime Pilot Institute, Rotterdam. Marine Pilots for =
the=20
      South African market have always been trained at this institution =
in the=20
      Netherlands. This qualification will provide the National Ports =
Authority=20
      (NPA) of South Africa, the custodian of Maritime Training, the =
opportunity=20
      to offer this learning intervention for the first time. This will =
ensure=20
      that the NPA meets its strategic objective to facilitate the =
training of=20
      Marine Pilots in South Africa.

The Marine Pilot`s =
specialist=20
      function is to safely handle the movement of all vessels within =
the=20
      harbour. This makes them key to the supply chain of the country =
and will=20
      therefore contribute to the economy as well. It will also address =
the=20
      perception of maintaining standards in the=20
  industry.

Unit Standards to achieve competence that is grounded and coherent =

      account of the thinking and decision-making that underpin their=20
      demonstrated performance. Some assessment practices will demand =
practical=20
      evidence while others may be more theoretical, depending on the =
type of=20
      outcomes to be assessed. The ratio between action and =
interpretation is=20

these=20

Pilotage training in Turkey is currently carried out using =

      classical methods. Pilots are trained by experienced pilots. This =
system=20
      works quite well; however, this approach does not take advantage =
of the=20
      benefits of modern technical equipment, such as ship bridge =
simulators,=20
      that could improve the training efficiency.

In the United =
States=20
      of America, Boston for example, pilots are required to hold the =
highest=20
      professional maritime license endorsement (Oceans Unlimited =
Master) these=20
      mariners are the most highly skilled and trained mariners in the =
port.=20

As was the case in South Africa, in many African =
countries, the=20
      training of Marine Pilots is outsourced to Europe. In designing =
this=20
      qualification in pilotage, research was also done with our counter =
parts=20
      such as Namibia. They are considering recruiting Class III =
learners and=20
      modelling their training against South Africa.

The =
qualification=20
      found to be the most comparable to this one is the Training and =
Education=20
      of Marine Pilots in the Netherlands. Initially, the National Ports =

      Authority of South Africa sent all trainee pilots on the =
Apprentice Pilot=20
      Training programme, Safeway Maritime, Rotterdam. The comparison is =

      detailed in the table below:

These learning interventions =
are of=20
      the same duration in terms of both, theoretical and practical =
components.=20
      The duration is 52 weeks and 1200 notional hours of learning for =
the=20
      average learner. The three phases of the Dutch qualification =
closely=20
      resembles the content covered in many of the fundamental and core =
unit=20
      standards of the South African qualification.

The shaded =
area of=20
      the table below indicates the similarity between the compared=20
      qualifications for the training of Marine pilots. The elements of =
learning=20
      that are similar are also numbered in the table. This indicates =
that seven=20
      of the nine learning areas reveal a close similarity. The clear =
