Purpose:

The purpose of this qualification =
is to=20
      provide learners with entry-level knowledge, skills and attitudes =
for the=20
      transport and logistics sector of the South African economy. =
Furthermore,=20
      qualifying learners will be afforded the choice of specialisation =
in any=20
      of the modes of transport. The range of typical learners will =
include:=20
<LI align: center;>Unemployed learners with accessibility for =
employment=20
      within the sector.=20
      <LI align: center;>Currently employed learners with a planned =
combination=20
      of learning outcomes, thereby promoting flexibility to pursue =
further=20
      studies across all sectors of industry.=20
      <LI align: center;>Access for all learners to formal education and =

      recognition of current skills.

Learners credited with this =

      qualification will be able to:
<LI align: center;>Explain the composition of the supply chain in =
relation=20
      to their role in the transport and logistics industry.=20
      <LI align: center;>Apply the relevant health, safety, security and =

      environmental legislation, policies, and practices within the =
transport=20
      and logistics industry.=20
      <LI align: center;>Demonstrate life-skills and entry-level =
workplace=20
      skills in the transport and logistics environment. =

Rationale:=20

The transport sector of the South African economy has =
demonstrated=20
      consistent growth over the last five years. Projected expansion is =

      targeted in terms of the National Department of Transport Strategy =

      2006-2009. This, together with the ever expanding business =
interests in=20
      the African continent, has created more employment opportunities =
within=20
      the Transport and Logistics sector of the economy. These factors=20
      demonstrate the need for an entry-level qualification. =

This=20
      qualification will assist the transport industry to meet the =
demands of=20
      the future and enable employment opportunities contributing to the =
growth=20
      of the South African economy.

The General Education and =
Training=20
      Certificate (GETC) is part of an integrated lifelong learning =
programme=20
      incorporating basic literacy, numeracy and general education, =
specifically=20
      reflecting the workplace needs of the transport and logistics =
industry,=20
      namely road transport, forwarding and clearing, freight handling, =
maritime=20
      transport, rail transport and air transport.

Whilst this =
National=20
      Qualification was designed with the transport and logistics =
industry in=20
      mind, the largely generic nature of the qualification will also =
equip=20
      learners to enter the world of work in a number of industries, as =
it=20
      provides for vertical and lateral articulation within the =
transport=20
      industry and other sectors of the economy.

The flexibility =
within=20
      the range of electives allows an individual to pursue a career =
within any=20
      one of the specialised modes within the transport industry (namely =

      aerospace, warehousing and distribution, stevedoring, rail, road =
freight=20
      transport, courier industry, maritime, fishing, port operations,=20
      forwarding and clearing, pipeline operations and road passenger=20
      transport.) This will ensure the availability of suitably trained=20
      employees within an industry that has been targeted for=20
    growth.

assessment=20
      at the level of the qualification provides an opportunity for =
learners to=20
      show that they are able to integrate concepts, ideas and actions =
across=20
      unit standards to achieve competence that is grounded and coherent =
in=20
      relation to the purpose of the qualification. Integrated =
assessment should=20
      show how already demonstrated competence in individual areas can =
be linked=20
      and applied for the achievement of a holistic outcome as described =
in the=20
      exit-level outcomes.

Integrated assessment must judge the =
quality=20
      of the observable performance, and also the quality of the =
thinking that=20
      lies behind it. Assessment tools must encourage learners to give =
an=20
      account of the thinking and decision-making that underpin their=20
      demonstrated performance. Some assessment practices will demand =
practical=20
      evidence while others may be more theoretical, depending on the =
type of=20
      outcomes to be assessed. The ratio between action and =
interpretation is=20
      not fixed, but varies according to the demands of the particular=20
      exit-level outcome of the qualification.

While the generic =

      components of this qualification at NQF Level 1 can be assessed =
through=20
      occupational contexts and activities relating to transport, care =
must be=20
      taken in both the learning programme and the assessment to ensure =
that=20
      these foundational skills are portable. The primary aim of this=20
      qualification is to ensure that learners have a sound knowledge =
and skills=20
      base to prepare them for further learning, whatever career path =
they may=20
      choose. Learners must be able to transfer generic skills across a =
number=20
      of different contexts, and apply them within a number of learning =
areas.=20

A broad range of task-orientated and theoretical =
assessment tools=20
      may be used, with the distinction between practical knowledge and=20
      disciplinary knowledge maintained so that each takes its rightful =
