DOL/Interseta Forum
The Kwazulu-Natal DOL/Interseta Forum, consists of the following representation: DOL Provincial representation, 13 SETA’s, Umsobomvu Youth Fund. The forum meets on a monthly basis. A comprehensive marketing strategy has been drawn up by the Forum for the rollout of the NSDS 11 Strategy and how we collectively can contribute to realising the national targets in terms of Learnerships for the unemployed, Skills Programmes, SMME participation, reaching and spreading the message within the rural areas, tertiary institutions, schools etc, and Provincial HRD. This structure then feeds into the Provincial Skills Development Forum and the Premier’s office.
Several Road shows were held throughout the year into rural areas such as Msinga, Umzimkulu, Umbumbulu and Richmond.
Provincial Skills Development Forum (PSDF)
TETA is assisting the PSDF in the roll out of training for 50 unemployed learners on the Professional Driver Training Qualification
KZN Taxi Training Committee
The Provincial Taxi Training Committee has been established with representation from Ethekwini Transport Association, DOL, DOT, TETA, Kwanataco and the Taxi Alliance. The purpose of the meetings is to improve the flow of communication from the Taxi Chamber to Provincial structures and to co-ordinate and promote the roll out of training interventions for the Taxi industry.
APEC Bursary Scheme
TETA, in conjunction with the Belgian Government and Belgian Technical Cooperation Department, signed a MOU in February 2007 which incorporates the provision of 45 bursaries per annum for training provided by APEC in Maritime and Port related programmes.
APEC-Antwerp/Flanders Port Training Center – a non profit organization, affiliated to Antwerp Port Authority was established in Antwerp in 1978, and plays a central role in the transfer of port knowledge from Flemish ports and Belgium to the world. To date they have trained more than 9000 international port professionals from 136 countries worldwide.
APEC is offering, with the financial support of the Belgian Cooperation Department, 45 bursaries per annum over a 3 year period. This amounts to 120 000 euros per annum.
TETA’s participation, covers the airfares for the South African candidates, budgeted amount of R600 000 for the present financial year – 2008/2009. This funding comes entirely from the Freight Handling Chamber budget.
The following programmes which each have a 2 week duration are offered:
- Port Management
- Port and Freight Railway Management
- Port Security
- Ro-Ro Terminal Management
- IT,EDI of Port Business
- Task and Responsibilities of Forwarders, Agencies and Shipping Lines
- Container Terminal Management
- Port Environmental Protection Technologie
- Dredging Technologies
- New developments in Port Engineering
- Port Logistics
Since the signing of the MOU more than 200 candidates from the public and private sector have benefited from the above provision of this training.
TETA Belgium Collaboration
In addition to the APEC/Antwerp, Belgium MOU, TETA has a further two MOU’s with Belgium:
- The first MOU is with the Le Cluster Transport, Wallonia, Belgium. The collaboration was aimed at the development of a Supply Chain Management Qualification NQF 6. The pilot project is to be rolled out jointly by the University of Liege and the University of Johannesburg, in order to internationally benchmark the qualification and as a transfer of know-how between Belgium and South Africa.
The Qualification has been written as an Exit Level Outcomes Qualification and has been submitted to SAQA for registration.
- The second MOU is also with the Wallonia region of Belgium and Technofutur Industrie which specializes in Maintenance Management. The project was to develop a Maintenance Management Qualification NQF 5 incorporating a transfer of skills from Belgium.
The Qualification is in the process of being reviewed and finalized for submission to SAQA for registration.
In the interim the Belgium’s have trained 20 trainers in collaboration with South African FET Colleges in Maintenance Management.
Maintenance Management has been identified as a critical skill within the Transport Sector and projects have been identified within the Taxi and Bus industry for the training of personnel in Maintenance Management. |
