The Forwarding & Clearing Chamber has in consultation with our subsector Stakeholders agreed to focus on the following strategic issues which will impact on this sub Sector and the Transport Sector as a whole:
- The successful implementation of the National Skills Development Strategy III – In order for the Forwarding & Clearing subsector to participate and implement this strategy, the necessary infrastructure is required, and these are the following:
- Registered Qualifications
- Registered Skills Programs
- Registered Learnerships
- Course Curriculum and Material
- Accredited Training Providers
- Participating Employers & Learners
- The Development & Registration of 5 (five) Learnerships against the Higher Certificate in Supply Chain Management (SAQA ID 74149) on NQF Level 5, this process is ongoing and we envisage finalization by mid 2011:
- Learnership: Supply Chain Management: Performance Management
- Learnership: Supply Chain Management within the Public Sector
- Learnership: Development and Execution of Sourcing in Supply Chain Management
- Learnership: Management, Processing and Scheduling Activities within Supply Chain Management
- Learnership: Analyze and Assess Strategic Plans and Sourcing within Supply Chain Management
This SCM qualification is currently also being mapped and benchmarked against the FIATA (Federation of International Freight Forwarding Associations’) minimum standards for Supply Chain Management within the Freight Forwarding Sector, this process is currently being facilitated by SAAFF. This benchmarking process is being followed to ensure that our National qualifications meet the international / global requirements of the industry.
- To develop unit standards/skills programs for the PART 108 Aircargo Regulations for the Transport Sector – this process will commence shortly and various stakeholders from across the Transport Sector will be involved;
- In consultation with SAAFF & SAASOA, the Chamber will draft and submit for registration Skills Programs against the following two Qualifications:
- Higher Certificate in Supply Chain Management (SAQA ID 74149) NQF Level 5
- National Certificate in Shipping (SAQA ID 49155) NQF Level 4
- The Chamber will embark on the development of the following Skills Programs toward the FIATA Diploma requirements, as our national qualifications do not have the following unit standards included:
- Intermodal Transportation for both NQF Level 3 and 4
- National & International Inland Waterways at NQF Level 3
- Logistics – Supply Chain Management Fundamentals at NQF Level 3 and 4
- Safety & Security at Level 3 and Level 4
- Monitoring Strategy of the Chamber for the 2011/2012 period will be to visit each participating Stakeholder at least once per annum – this is to address the implementation of the organization’s Workplace Skills Plan and all Discretionary Grant Contracts.
- Strategy to Capacitate industry Skills Development Facilitators to manage their Discretionary Grant Contracts – this will assist with increasing the disbursement rate of funding from TETA to our Stakeholders.
- Chamber will be implementing the TETA SMME Strategy to address the low participation rate of the SMME’s within this subsector. Chamber and Employer Associations will work together to capacitate and inform SMME’s on this strategy and increase their participation.
